KTZ imposes temporary limits on freight wagon registration amid surplusKazakhstan Temir Zholy (KTZ), the national railway operator, is introducing temporary restrictions on the admission of freight wagons to ease pressure on the rail network and ensure transport safety, the company’s press service said.“National Company Kazakhstan Temir Zholy JSC, as the national operator responsible for transport safety, is introducing temporary limits on the registration of privately owned wagons,” the company said in a statement on Wednesday.According to KTZ, the number of available freight wagons significantly exceeds the operational capacity of the railway system.The surplus of rolling stock has been driven by restrictions imposed by several neighboring railway administrations on the movement of empty wagons, resulting in their mass return to Kazakhstan and adding to pressure on the domestic network.“These factors are placing critical strain on network capacity and are negatively affecting conditions in the domestic rail services market,” the company said.KTZ added that the Ministry of Transport and the company have received complaints from major rolling stock owners calling for regulatory measures to protect the domestic market.The temporary restrictions are aimed at maintaining the operational stability of the transport system, the press service said.Changes have already been made to the freight wagon registration rules in line with requirements from the Agency for Competition Protection and Development and the Ministry of Transport.Kazakhstan Temir Zholy (KTZ) is a transport, warehousing and distribution company, which is part of Kazakhstan’s National Wealth Fund Samruk-Kazyna.
