KazGrain calls for new grain market lawKazakhstan’s National Association of Grain Exporters KazGrain has urged the government to draft a new grain market law to replace existing regulations that no longer reflect the sector’s export-driven structure, the association told Interfax-Kazakhstan.“The 2001 Grain Law was shaped in a different economic reality. At the time, grain exports were limited, the market was still emerging, and the state’s key priorities were storage and reserve formation. The law focused on elevator licensing, grain storage and accounting, state reserves, and basic quality control. Today, the industry operates under a fundamentally different model: an export-oriented market with a high share of private operators,” KazGrain said.The association said the current law largely regulates storage while overlooking export activity, failing to cover trading operations and lacking mechanisms to protect exporters. As a result, the sector’s core economic segment remains outside comprehensive legal regulation.KazGrain has proposed drafting and adopting a new law, which would be called “On the Grain Market and Export of Grain Products,” by the end of 2027.The proposed legislation would introduce a registry of grain exporters to improve market transparency and enhance the reputation of Kazakh grain abroad, and would define the legal status of agricultural producers, traders, exporters, elevators, logistics operators and terminals.It also provides for measures to support and protect export activity, including safeguards for export contracts, a compensation mechanism and state export support. In addition, it would guarantee equal access to elevators, prioritize export logistics, and ensure non-discriminatory access to terminals.The association said the new law would boost the competitiveness of Kazakh grain, strengthen its position in international markets, and ensure stability in export policy and regional food security.A proposal outlining the initiative has been submitted to the government.National Association of Grain Exporters KazGrain, founded in 2020, brings together 150 companies involved in the export of grains, pulses and oilseeds.
