PERTAMINA OPENS EPCC TENDER FOR US$24 BILLION TUBAN REFINERY

PT Pertamina Rosneft Pengolahan dan Petrokimia (PRPP) has launched a prequalification tender for the engineering, procurement, construction, and commissioning (EPCC) phase of the US$24 billion Grass Root Refinery (GRR) Tuban project, even though the final investment decision (FID) with Russia’s PJSC Rosneft Oil Company is still pending. The tender, announced on May 7, 2026, covers two packages—Refinery I and Refinery II—and is open to both domestic and international firms, with a requirement that each consortium include at least one Indonesian company. Document submissions run from May 6 to May 26, with a briefing held on May 13. Despite this progress, uncertainty remains as Pertamina and Rosneft continue discussions on the FID, which missed its earlier 2025 target. The massive project, designed to process 300,000 barrels per day, may also involve additional strategic partners due to its scale.
