Rosatom will construct the first, with work expected to take about 11 years and wrap up in 2035-2036. Survey work near the village of Ulken on Lake Balkhash began on Aug. 8, 2025. The first plant will be named Balkhash.Kazakhstan's Atomic Energy Agency head Almasadam Satkaliyev has said Russia will provide 85% of the financing as a loan, with the Kazakh government covering the remaining 15%.For a second plant on Lake Balkhash, tentatively named Moiynkum, Kazakhstan is prioritizing China's CNPC as a potential partner.
