First Kazakh nuclear power plant in final approval stage - Russian envoyThe project to build Kazakhstan's first nuclear power plant has entered the final stage of approval, with Russia's Rosatom playing the lead role, Moscow's ambassador to Kazakhstan said Tuesday."The paperwork for this project is in its final stage. It is clear that Russia's Rosatom will play the leading role and is already doing so," Ambassador Alexei Borodavkin told the Rossiya 24 television channel.He stressed that the project would involve substantial local content."Kazakhstan's economy will gain not just electricity, but also vast opportunities to take part in building this giant facility. I want to stress that localization goes beyond the construction itself, it extends to the educational cluster as well," Borodavkin said," Borodavkin said.Kazakhstan plans to build several nuclear power plants. Rosatom will construct the first, with work expected to take about 11 years and wrap up in 2035-2036. Survey work near the village of Ulken on Lake Balkhash began on Aug. 8, 2025. The first plant will be named Balkhash.Kazakhstan's Atomic Energy Agency head Almasadam Satkaliyev has said Russia will provide 85% of the financing as a loan, with the Kazakh government covering the remaining 15%.For a second plant on Lake Balkhash, tentatively named Moiynkum, Kazakhstan is prioritizing China's CNPC as a potential partner.
