Indonesia has officially started building its two Scorpène submarines at PT PAL Indonesia’s shipyard in Surabaya, with the first steel-cutting ceremony taking place in July—two months earlier than the planned September schedule. This marks the beginning of physical construction following the successful completion of a qualification phase that verified PT PAL’s workforce, facilities, and quality-control systems meet international submarine-building standards. PT PAL described the project as a strategic investment aimed at strengthening Indonesia’s engineering expertise and high-tech manufacturing capabilities. The submarine program also includes a significant technology-transfer partnership with France’s Naval Group. PT PAL engineers have undergone specialized training in submarine production, engineering, and quality assurance, helping build local expertise.
