UKRAINE’S CONSTRUCTION VOLUMES RISE 17%, EXCEEDING PREWAR LEVELS
Ukraine’s construction sector continued its recovery in 2025, with completed construction work increasing by 17% from the previous year and exceeding the prewar level of 2021. According to the Ministry of Development, the volume of construction work completed in Ukraine last year exceeded ₴258 billion.“The construction industry is not only recovering, but according to a number of key indicators it has already exceeded the level of 2022,” the ministry said. The ministry emphasized that construction remains one of the key sectors of Ukraine’s economy, providing hundreds of thousands of jobs, supporting related industries, attracting investment and forming the basis for the restoration of housing and infrastructure.After construction volumes more than halved in 2022 to almost ₴115 billion, the sector has demonstrated a strong recovery. In 2025, the total volume of completed construction work reached its highest level since 2015.The ministry said the industry has fully compensated for the losses caused by the beginning of Russia’s full-scale invasion. The main growth driver was non-residential construction.In 2025, the volume of non-residential construction exceeded ₴86 billion, compared with almost ₴58 billion a year earlier. Construction of engineering structures also continued to grow steadily. Infrastructure projects accounted for ₴137.5 billion in completed work in 2025, ₴17 billion more than in 2024.The housing sector also showed positive dynamics. Last year, housing construction exceeded ₴34 billion, almost 30% higher than the previous year. However, this segment has not yet returned to its 2021 record level, indicating significant potential for further recovery and growth.In the first quarter of 2026, almost 30,000 apartments were commissioned in Ukraine, compared with more than 28,000 in the same period last year.
