INDONESIA EYES US$ 618B DOWNSTREAM INVESTMENT, 3M JOBS
Indonesia is directing foreign direct investment toward downstream industries that generate greater economic value, strengthen domestic supply chains, and create jobs. Deputy Investment and Downstreaming Minister Todotua Pasaribu said the government is prioritizing investment quality over volume, focusing on projects that support technology transfer, innovation, and industrial development. To achieve this, the government has introduced a three-pronged strategy covering planning, execution, and incentives. Its Strategic Downstream Investment Roadmap identifies opportunities across 28 commodities in eight sectors, with potential investments worth US$618.1 billion and the capacity to create up to 3 million jobs. The roadmap also maps regional resource strengths to guide investment placement across Indonesia. To support implementation, the government is improving the business climate through risk-based licensing and streamlined permit processes while offering incentives such as tax holidays, tax allowances, and super tax deductions. These measures are intended to attract investment that brings advanced technology and workforce development, not just production facilities. The strategy appears to be gaining traction, with downstream investment reaching IDR 300.1 trillion (US$17.01 billion) in the first half of 2026, up 6.9% year-on-year and accounting for 29.7% of total national investment.
