INDONESIA EASES WTE INVESTMENT WITH LAND, PERMITS, AND POWER SUPPORT

Indonesia is strengthening support for waste-to-energy (WtE) investments through Presidential Regulation No. 109 of 2025, which aims to improve business certainty and attract investors. According to PT Daya Energi Bersih Nusantara (Denera), the new regulation offers significant advantages, including government-provided land for WtE facilities, electricity transmission infrastructure developed by the state utility, and streamlined permit processing coordinated by Danantara and relevant ministries. These measures reduce the burden on investors and provide long-term commercial certainty through agreements that remain stable for up to 30 years. The regulation also introduces institutional reforms that centralize licensing processes and reduce bureaucracy, making project development faster and more efficient. Local governments are now mainly responsible for supplying land and ensuring a minimum waste feedstock of 1,000 tons per day for WtE plants.
