Abu Dhabi has emerged as the highest-ranked Middle Eastern city in The Observer's inaugural AI Cities Index, placing 11th globally , while Dubai secured 14th place out of 57 evaluated international cities. The rankings evaluated cities across six key indicators—private investment, public investment, commercial ecosystem, research, infrastructure, and development—reflecting the UAE's proactive stance on AI since appointing the world's first dedicated Minister for AI in 2017.Abu Dhabi posted standout performances by ranking in the global top ten for both private and public investment, as well as placing 5th worldwide for its 'Operating Environment'—surpassing major tech hubs like San Francisco, Beijing, and Singapore. Meanwhile, Dubai placed 4th globally in public investment. Despite these strong top-tier positions, the report highlighted growth areas for both emirates: Abu Dhabi lagged in its commercial ecosystem (ranking 30th) and research (27th), while Dubai faced headwinds in private investment (42nd) and finished 57th in research density.
