INDONESIA: IEU-CEPA TO SLASH 10 PERCENT TARIFF GAP ON LABOR-INTENSIVE GOODS

The Indonesia-European Union Comprehensive Economic Partnership Agreement (IEU-CEPA) is expected to remove the current 10% tariff disadvantage faced by Indonesian labor-intensive exports in the European market compared to Vietnam. According to National Economic Council (DEN) Deputy Chair Mari Elka Pangestu, tariff parity with Vietnam will enhance Indonesia’s attractiveness as a manufacturing and investment destination. However, she stressed that Indonesia must improve coordination among government agencies, provide policy certainty, and facilitate investment realization to fully capitalize on the opportunities created by the agreement. The agreement is currently in its final administrative stage before ratification and is targeted for implementation in early 2027. Once in force, IEU-CEPA will liberalize around 98% of tariff lines, covering 99.5% of total import value between Indonesia and the EU. The deal will grant Indonesian exporters broader access to the EU’s 450-million-consumer market, with key products such as palm oil, textiles, footwear, and rubber products receiving zero tariffs.
