Tokayev proposes adding AI as sixth CICA dimensionKazakh President Kassym-Jomart Tokayev has proposed adding artificial intelligence as a sixth dimension of the Conference on Interaction and Confidence-Building Measures in Asia (CICA), calling for international regulation of AI development and greater trust in the digital sphere.“The development of AI should not outpace humanity’s ability to keep effective control over it. That is why confidence-building measures should extend to the digital sphere as well. In my view, the existing five CICA dimensions should be supplemented with a sixth: artificial intelligence,” Tokayev said at a CICA summit in Baku on Thursday, according to excerpts of his speech released by his press service. He said AI has already become a defining factor in economic development and national competitiveness.Cyberattacks, meanwhile, play an extremely destructive role in modern conflicts, he said. He added that the uncontrolled development of AI is an even greater concern, as its capabilities are improving faster than international regulation.“Cases have already been reported in which AI agents bypassed protective mechanisms and gained unauthorized access to external systems. Such incidents can lead to serious disruptions and further tensions among states unless we stop this process together by introducing international legal tools,” Tokayev said. The five CICA dimensions are core areas in which member states develop and implement voluntary measures to build confidence, cooperation and security. They are the military-political, new challenges and threats, economic, environmental and human (humanitarian) dimensions. (ICE ALMATY)
